It seems very easy for a battery design for some customers. However, a lithium ion  battery design is related to many factors. A good lithium battery design should be considered the below parameters:

1. Battery chemical

2. Battery voltage
3. Battery capacity

4. Battery outside appearance and dimensions

5. Charge method, Max. Charge voltage and charge current

6. Max. Continuous Discharge current

7. Max. Pulse current and duration and frequency  

8. Battery application

9. Working temperature (including charge, discharge and storage temperature)

10. Other requirements, such as smart battery, requesting gas guage...

As the above information is related to how to set up the parameters of the protection circuit module /BMS, also related to how to choose the correct battery cell for assembling, and how to design the inside battery structure. 

A protection circuit with small current can not standwith higher current through, otherwise the protection circuit will shut off, or even get rise in temperature or damage the PCM or in serious, get smoke or catch fire

A wrong selected cell, for example, energy type cell can surely not standwith high rate discharge function, a normal type of lithium cell surely can not perform better in low temperature than the low-temperature cell, otherwise the cell will be damaged, and its cycle life will be shortened accordingly.
